BSEE completes safety policy for offshore drillers

A key offshore-drilling policy that includes safety measures implemented after the 2010 Gulf of Mexico oil spill was finalized by the Bureau of Safety and Environmental Enforcement. The policy requires independent blowout-preventer reviews and also covers new well-design standards. "We are reviewing the rule and hope that they carefully considered the language used in the document to allow certainty and clarity for the industry. Our No. 1 priority is safety," said Reid Porter, a spokesman for the American Petroleum Institute. The Hill/E2 Wire blog

New Year's Resolution: Safety First!

The holiday season is typically a time of relaxation, but as the end of 2011 approached, many offshore operators felt the crunch of the new Safety & Environmental Management System (SEMS) legislation that went into effect November 15th, 2011. The new SEMS rule contains 13 elements of safety management that operators need to have implemented, documented, and ready for government audit. For many operators, December was a stressful period of tying loose ends in their newly-implemented SEMS.

One element of the new SEMS legislation requires operators to evaluate their contractors' safety policies, safe work practices, and safety systems. Given the enormous number of contract companies that operators hire, many operators have decided to simply require contractors to have the same SEMS elements implemented in their companies. This helps operators develop pre-job bridging documents between contractors and operators' safety systems and helps operators manage their contractors' safety in accordance with the law. However, developing SEMS systems, even individual elements, is a challenging and financial burden on contract companies, particularly small companies.

The reality of operators requiring contractors to implement SEMS elements became apparent just before the turn of the year, when some contract companies were notified that their contracts would be put on hold until SEMS elements were implemented. In the coming months of 2012, many more of these notifications will be sent to contract companies. This costs everyone.
